Wow, that's a pretty shit ratio. I have two in a two-seater (van ) and even then nobody ever uses the passenger seat. I'm usually lazy enough to let both fill up with empties too.

This is the closest that I have been in having cup holders in any of my things. My former ’84 Electra wagon had similar pockets in the glove box door. So currently none even if those pockets would be counted as cup holders.

There’s a good one in the local junk yard, just need to find a time to get out there, and a way to pull it. These seats require moving them all the way forward, and back to get to the bolts and the rails on the junkyard car are firmly rusted. New covers might be an option as well, but are a little spendy.

I have none in my 1961 Ford F100. In fact, it also came from the factory with no radio, and also no hole in the dash where there would be one. Also no seat belts. No reverse lights from the factory. No dome light. No way to control the heat (temp) from inside the cab. I could go on...

But I do have two big honkin’ shift levers.
